Simply, there are services and facilities that are wrapped in a GUI that could readily be lifted and plopped into a "service", so just seems that AGPL would be better. Not sure if that's a good idea or not.

IMO the GPL V3 should have just been the text of the AGPL, there's no downside to using the AGPL.
